Single Point Registration Scheme
Overview of Ministry of Micro Small & Medium Enterprise Scheme
In 1955, the Indian Government launched the National Small Industries Corporation Limited to foster the growth of small industries in our country. Under this Single Point Registration Scheme (SPRS) for participation in Government Transactions, NSIC registers all Micro & Small Enterprises (MSEs) in India. NSIC registers Micro & Small Enterprises (MSEs) for inclusion in Government Transactions under the Single Point Registration Scheme (SPRS).
Over a period of time, the Government of India has launched various start-up schemes to improve the Indian start-up ecosystem. SPRS was established in 2003 as a start-up scheme managed by the National Small Industries Corporation (NSIC). The various aspects of the Single Point Registration System, qualifications, requirements and application process are discussed in this article.
Single Point Registration Scheme Certificate
Micro & Small Enterprises (MSEs)
A Certificate will be awarded to Micro & Small Enterprises registered under the Single Point Registration Scheme. A certificate from the Single Point Registration Scheme will be valid for two years. It is possible to renew the certificate after two years. After confirming the continuous commercial and technical competence of registered MSEs, the renewal will be carried out.
In addition, under the Single Point Registration System, NSIC will grant Provisional Registration Certificates to new MSEs who have begun commercial production but have not audited the balance sheet for the past year. The certificate shall, in such cases, be valid for a period of 1 year from the date of issue. Based on the investment limit for the manufacturing/service sector, enterprises are categorised as micro, small & medium. Qualified MSME units are issued with a certificate of registration for Udyog Aadhar. The conditions for acquiring Udyog Aadhar are below.

Single Point Registration Scheme benefits
Units enrolled under the Single Point Registration Scheme of NSIC are entitled to obtain benefits under the Micro & Small Enterprises (MSEs) Public Procurement Policy Order 2012, as certified by the Government of India, the Ministry of Micro Small & Medium Enterprises, the New Delhi Via Daily news Notification dated 23.03.2012 and Through Order No. S.O. 5670(E) on 9 of November 2018.
Benefits from Single Point Registration Are as follows:
- Free Cost Tender Details: Issuance of the free Tender Sets. In addition to the above, 358 products are also reserved for purchase exclusively from the SSI Market.
- EMD Exemption: Exemption from Earnest Money Deposit Charge.
- Advantage of Tender Participation: The participating MSEs, which quote price within the price band L1+15%, may also supply up to 25 percent of the prerequisite by lowering their price to L1 Price where L1 is not MSEs.
- Procurement of MSEs: Each Central Ministry/Department/PSU did follow a yearly target of at least 25% of the total annual purchases of products or services produced or rendered by MSEs. Out of the annual requirement of 25 percent of MSEs, 4 percent is allocated to units owned by Schedule Caste/Scheduled Tribes, and 3 percent is allocated to units owned by Women Entrepreneurs.
Eligibility Single Point Registration Scheme
- Micro & Small Enterprises including an EM Part-II (Optional)/Udyog Aadhaar Memorandum are able to register with NSIC under its SPRS.
- Micro & Small Enterprises that have already started their commercial production but still haven't finished 1 year of existence.
Required documentation for a single-point registration scheme:
For registration, the following documents must be submitted:
- Declaration of entry into the MSME Data Bank.
- Self-attested PAN copy.
- UAM (Udyog Adhaar Memorandum) No.
- Evidence of custody of Plant & Machinery/Equipment & Tools and Raw Material shows purchase date/year & Initial Purchase Value of individual machinery (NOT DEPRECIATED).
- Output Declaration as per the application's Performa Annexure-F.
- Self-attested copy of the premises' ownership records or copy of the lease deed.
- Proprietor/Partner/Directors certificate whether or not they have any association with large-scale units (s).
Additional documents
In addition to the above documents, it is also appropriate to send the following documents: Partnership Firm
- General Power of Attorney for one of the Properly Notarized Partners
- Duly notarized Partnership Deed.
- Type 'A' from the Registrar of Companies indicating the partners' titles.
Partnership Limited liability (LLP)
- Copy of the LLP Certificate of incorporation.
- Copy of Form 4: offers details on the appointments and approval of the appointed partners.
- Copy of Form 2: Displays the location of the LLP's main or registered offices, information of all partners, declarations, etc.
- Resolution of Society for seeking registration under Government Purchase Program
Companies
- Duly authenticated Certificate of incorporation
- Duly authenticated Memorandum and Articles of Association
- Names of directors sitting, their emails, and shareholdings
- The decision of the Board pursuant to Annex A(2) in support of the application signatories and documents
In case Corporate Societies
- Certificate of Society Registration
- The By-Laws/Regulations of society etc.
- Members' titles, addresses and share-holding
- Present Certificate from the Society Registrar
- Information of the share capital approved
- Details of both movable and immovable property owned by the Society
- Society's resolution to apply for registration under the Government Purchasing Program
- Resolution in favor of the application & document signatories.

How To Apply
- The Micro and Small Businesses may either fill out the "Point of Interest" form on their website at the www.nsicspronline.com website or in the prescribed application form (in duplicate) to be downloaded from their website and to make use of NSIC offices at required fees, records, to the NSIC office in the NSIC region of Zonal/Branch/Sub Branch.
- A duplicate copy of the G.P. Registration Application Form submitted by the Micro & Small Enterprise shall be forwarded to the Inspecting Agency concerned, together with copies of the appropriate documents and proof of the inspection fees submitted in favor of the Inspection Agency concerned demanding the performance of the Micro & Small Enterprise Technical Inspection and forwarding their recommendations to the Inspecting Agency concerned.
- NSIC will grant the SPRS Registration Certificate to Micro & Small Business for items/stores as suggested after receipt of the Inspection Report.
- REGISTRATION FEE: The registration fee is determined by the net sales turnover as described in the Micro & Small Enterprise's most recent audited balance sheet for registration, renewal, and any other amendments, etc. Please see the Document section for a detailed fee structure. The fee for registration is alluded to in the Document section, except the fees for inspection.

Online registration process:
The step-by-step instructions for the online application of the Single Point Registration Scheme are given below:
- Visit the home page for NSIC
- Enter the number of your PAN card / Aadhar/GST.
- Fill in the business name, date of the application & all other related information.
- Enter the address of the head office, factory and branches.
- Phase 5: Fill out all the other related information.
- Contact the nearest NSIC branch to search and upload the documents needed.
- In the branch or field office, the originals of the certificates and other documents must be displayed.
Offline registration process
Submit the application form (in duplicate) to the nearest NSIC Zonal/Branch and Sub Office/Extension office along with the required fee and documents.
Single Point Registration Validity Period
- The Micro & Small Enterprise Registration Certificate issued under the Single Point Registration Scheme (Revised), 2003 is valid for two years and will be reviewed and renewed every two years by verifying the ongoing commercial and technical competence of the registered Micro & Small Enterprise in the manufacture / manufacture of shops for which it has been registered by NSIC.
- Under the Single Point Registration scheme with a monitoring cap of Rs. 5.00 Lacs, the Provisional Registration Certificate may be issued to those Micro & Small Enterprises that are valid for a period of one year and have already undergone commercial production but have not completed one year of life.

RENEWAL OF REGISTRATION
- The validity of the SPRS Certificate shall be 2 years from the date of registration and renewal may be required by the MSE Unit 6 months prior to the expiry of the certificate.
- Coming for renewal before the expiry of the SPRS certificate, MSEs receive a 50 percent renewal fee discount.
- Units with no change from previously issued certificates can apply for online renewal of MSEs.
FOR RENEWAL PROCESS
- To get to know the appropriate forms, annexes, and documents, it is important to go through the Check-list and Download section.
- All appropriate forms, annexes, and documents should always be kindly put on your desktop in a folder (e.g. C:UsersAdminDesktopOnlineApplication) for quick upload.
- Fees will be paid on the basis of the Unit Enterprise category (Micro or Small) and MSEs will offer a 50 percent discount on the renewal fee before the expiry of the SPRS certificate.
- The final certificate will be available online, and a physical copy of the certificate will be sent by post to the respective NSIC office.
- The registration number of the certificate can be cited for any contact.

Each phase will be automatically populated during the Renewal Process from data provided at the time of registration.
Inspection for Renewals- (Where Monetary Limit is more than Rs.10 Crore.)
Incase units will be inspected by the respective NSIC Branch Office prior to the issuance of the Renewal Certificate in the event of a renewal of registration where the monitoring limit is greater than Rs 10 Crore and the inspection has not been carried out by the Technical Inspection Agency or NSIC within the past year. The fee for inspection shall be equal to the fee for inspection paid by the rites.
Micro & Small Businesses Monetary Limits Estimation & Fixation Process.
The company's monetary limit is fixed on the basis of the net revenue turnover of the unit over the last three years, as expressed in the audited balance sheets.
Monetary limits will be set on the basis of the highest turnover in the last three years, which may or may not be last year, given that the installed units have not been reduced and that the operating capacity has not been reduced.
In the absence of a reduction in plants and equipment, 50 % of the highest turnover expressed in the audited balance sheet for the last three years would be the basis for setting the monetary limit.
- If there is a decline of more than 10 % in plants and equipment, the following will be taken into account:
- The Monetary Limit can be set at 50 % of the net sales turnover obtained in the last year if the Enterprise's turnover has consistently risen for the last three years and the unit is continuously in profit.
- If, for one year out of the past three years, the Company/Partnership concern/Proprietorship unit is at a loss, its monetary limit will be set at 40 % of its average net sales turnover.
- Similarly, if out of the last three years, the Micro & Small Company is at a loss for two years, the monetary limit will be set accordingly at 30 % of the total net sales turnover of the past three years.
- If Micro & Small Business is at a loss over the past three years, the unit's monetary limit will be set at 20% of the unit's total net sales turnover over the past three years.
