Cabinet Approves Enhancement of EPFO Wage Ceiling from INR 15,000 to INR 25,000 per Month
The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved the proposal of the Ministry of Labour & Employment to increase the wage ceiling for mandatory coverage under the Employees’ Provident Fund Organisation (EPFO) from INR 15,000 per month to INR 25,000 per month. This decision is expected to bring more than 51 lakh additional employees under mandatory EPF coverage.

Background
The EPFO wage ceiling was last revised in September 2014, when it was increased from INR 6,500 to INR 15,000 per month. The latest increase reflects sustained wage growth, rising incomes, and expansion of formal employment over the last decade.

Impact on Employees
Employees earning between INR 15,000 and INR 25,000 per month who join covered establishments will now automatically come within the statutory social security framework, enabling them to receive:
- Provident Fund benefits,
- Pension benefits under EPS, and
- Insurance protection under EDLI.
Consequently, employers will be obligated to make matching EPF contributions at 12% of eligible wages for employees covered under the revised threshold. The corresponding contributions towards the Employees’ Pension Scheme (EPS) and Employees’ Deposit Linked Insurance Scheme (EDLI) will also increase due to the expanded coverage.
As a result, organizations will need to promptly review and update their payroll systems, HR policies, employee records, appointment documentation, and statutory compliance processes to align with the revised EPFO wage ceiling. Necessary changes will also be required in electronic PF filings, contribution calculations, and employee onboarding procedures to ensure seamless compliance with the new provisions.
Impact on Employers
The government expects this measure to:
- Promote formalisation of employment,
- Improve employee retention,
- Enhance workforce stability,
- Strengthen long-term retirement security.
Financial Impact
The annual government support towards EPS is estimated at approximately INR 11,339 crore, compared to the existing support of about INR 10,250 crore. The estimated expenditure over five years is around INR 56,696 crore.
Practical Implication for Employers and CA
- For new employees joining an EPF-covered establishment with wages up to INR 25,000 per month, EPF membership will become mandatory once the revised notification and implementation procedures are brought into force by Employees’ Provident Fund Organisation. Employers should review payroll systems, employment contracts, and statutory compliance procedures to ensure timely implementation.
- The enhancement of the wage ceiling is expected to have significant compliance and financial implications for employers under the EPF provisions of the Code on Social Security. Employers will now be required to extend statutory EPF benefits to a substantially larger workforce falling within the revised wage limit.
