FSSAI Update for Food Businesses: Revised Turnover Thresholds Effective from 01.04.2026
The Food Safety and Standards Authority of India (FSSAI) has significantly revised the turnover thresholds for categorization of Food Business Operators (FBOs) under the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations. The revised limits came into effect from 1 April 2026 and supersede the earlier turnover-based criteria.
Revised FSSAI Turnover Limits (Effective 01.04.2026)
| Category | Annual Turnover |
|---|---|
| FSSAI Registration | Up to ₹1.5 Crore |
| State Licence | More than ₹1.5 Crore and up to ₹50 Crore |
| Central Licence | More than ₹50 Crore |
These revised thresholds are applicable across India for determining whether a food business requires Registration, a State Licence, or a Central Licence
Earlier Position
Prior to 1 April 2026, the turnover criteria were:
| Category | Earlier Turnover Limit |
|---|---|
| Registration | Up to ₹12 Lakh |
| State Licence | Above ₹12 Lakh and up to ₹20 Crore |
| Central Licence | Above ₹20 Crore |
The revised limits substantially increase the turnover thresholds, reducing compliance burden for many small and medium-sized food businesses.
Major Impact of the Change
- Huge Relief for Small Food Businesses : The Registration limit has increased from ₹12 lakh to ₹1.5 crore, benefiting Home kitchens, Tiffin services, Small restaurants, Cloud kitchens, Retail food outlets, Street food vendors, Small food manufacturers. Many businesses that earlier required a State Licence may now qualify for simple FSSAI Registration.
- Relief for Medium-Sized Businesses: The State License threshold has increased from ₹20 crore to ₹50 crore, allowing a larger number of businesses to remain under State-level compliance rather than Central licensing.
- Central License Threshold Increased: Only businesses having turnover exceeding ₹50 crore will now require a Central License based on turnover criteria
Additional Important Changes
Along with revised turnover thresholds, the FSSAI has also introduced reforms including
- Perpetual validity of registrations and licenses, subject to risk-based inspections.
- Measures to address dual compliance requirements for street food vendors.
- Flexibility for FSSAI to revise turnover thresholds in future through orders.
