New Form 15CA & 15CB Submission Process redesigned

Latest Update on Form 15CA & 15CB Submission For the FY 2021-22

Central Board of Direct Taxes allows Manual filing of Form 15CA & 15CB till 15.07.2021

  • Due to technical issue of the Released recently income Tax Portal, Manual Submission of 15CA/CB to AD are allowed, AD is encouraged to accept the manual form. Later on, service will be supplied to upload such manual forms for records.
  • In view of the difficulties reported by taxpayers in electronic filing of Income Tax Forms 15CA/15CB on the portal www.incometax.gov.in, It has now been decided to extend the aforesaid date to 15th July 2021.
  • Central Board of Direct Taxes (CBDT), Department of Revenue, Ministry of Finance, Government of India. grants further relaxation in electronic filing of Income Tax Forms 15CA/15CB

Form 15CA & 15CB Submission Process has been redesigned

  • Income-tax Dept has introduced an entirely new re-engineered Form 15CA and Form 15CB submission process based on last year’s feedback from different Companies & and professionals from all over India.
  • These changes will optimize & simplify the Form 15CA and Form 15CB  preparation, submission, , assignment, and verification processes via its entire form filing cycle.

Significant important New Form 15CA & 15CB Submission Process has been redesigned are as follows:

  • A Chartered Accountant can initiate Form 15CB for a specific Remittee & Remitter without requiring the taxpayer to complete Part-C of Form 15CA and assign it to the Chartered Accountant for the entire year but after completing Single Assignment for the financial year.
  • The previous practice of various acceptance/rejection for each form has been eliminated to make the overall procedure more simplified.
  • From October 4th, 2021 the Bulk Mode/ Offline of the submission process has been activated. The Java-based Offline Utility allows the user to create XML files. The Offline Services can be available under the “Download” part of the “Income-tax Forms” page of the portal and can be uploaded to the site for further filings.
  • Now the new Online Procedure is disabled for updating as per the new process and it will be enabled shortly.

Form 15 CA & 15 CB

  • Instead of using worklist For Your Action, the Chartered Accountant can now access the File Income Tax Forms functionality to file Form 15CB
  • Now the Taxpayers are no longer required to assign the same Chartered Accountant for multiple 15CA/CB submissions during the Financial Year. The appointment of a Chartered Accountant for Form 15CB is a one-time event for a specific Financial Year.

In case the Forms under the process of Worklists or Drafts pending acceptance or filing till 3rd October, which was not filed till today or under the earlier under process which cant be filed till now.

This is to be requested to the consultants and company to fill Form 15CA & 15CB by using offline Utility as per the new redesigned Form 15CA & 15CB process and re-upload them as afresh.

Kindly be aware that the functionality of Offline Utility is not to be used to upload forms that have been manually submitted under the income Tax Dept Circular as attached hereunder :
