Prime Minister Shri Narendra Modi, has approved the proposal of the Ministry of Labour &amp; Employment to increase the wage ceiling for mandatory coverage under the Employees&#8217; Provident Fund Organisation (EPFO) from INR 15,000 per month to INR 25,000 per month. This decision is expected to bring more than 51 lakh additional employees under mandatory EPF coverage.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Key_Highlights_Cabinet_Approves_Enhancement_of_EPFO_Wage_Ceiling\"><\/span><span style=\"color: #000080;\">Key Highlights\u00a0<\/span><span style=\"color: #000080;\">Cabinet Approves Enhancement of EPFO Wage Ceiling<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<ul>\n<li>Employees&#8217; Provident Fund Organisation wage ceiling increased: from \u20b915,000 to \u20b925,000 per month.<\/li>\n<li>More than 51 lakh additional employees are expected to become eligible for mandatory EPF coverage.<\/li>\n<li>Employees in the wage range of INR 15,000 to INR 25,000 per month, who were previously outside mandatory EPF coverage, will now be covered.<\/li>\n<li>The move extends access to:\n<ul>\n<li>Employees&#8217; Provident Fund (EPF)<\/li>\n<li>The Employees&#8217; Pension Scheme (EPS)<\/li>\n<li>Employees&#8217; Deposit Linked Insurance Scheme (EDLI)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"Background\"><\/span><span style=\"color: #000080;\">Background<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>The EPFO wage ceiling was last revised in September 2014, when it was increased from INR 6,500 to INR 15,000 per month. The corresponding contributions towards the Employees&#8217; Pension Scheme (EPS) and Employees&#8217; Deposit Linked Insurance Scheme (EDLI) will also increase due to the expanded coverage.<\/p>\n<p>As a result, organizations will need to promptly review and update their payroll systems, HR policies, employee records, appointment documentation, and statutory compliance processes to align with the revised EPFO wage ceiling. Necessary changes will also be required in electronic PF filings, contribution calculations, and employee onboarding procedures to ensure seamless compliance with the new provisions.<\/p>\n<\/div>\n<h3><span class=\"ez-toc-section\" id=\"Impact_on_Employers\"><\/span><span style=\"color: #000080;\">Impact on Employers<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>The government expects this measure to:<\/p>\n<ul>\n<li>Promote formalisation of employment,<\/li>\n<li>Improve employee retention,<\/li>\n<li>Enhance workforce stability,<\/li>\n<li>Strengthen long-term retirement security.<\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"Financial_Impact\"><\/span><span style=\"color: #000080;\">Financial Impact<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>The annual government support towards EPS is estimated at approximately INR 11,339 crore, compared to the existing support of about INR 10,250 crore. The estimated expenditure over five years is around INR 56,696 crore.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Practical_Implication_for_Employers_and_CA\"><\/span><span style=\"color: #000080;\">Practical Implication for Employers and CA<\/span><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<ul>\n<li>For new employees joining an EPF-covered establishment with wages up to INR 25,000 per month, EPF membership will become mandatory once the revised notification and implementation procedures are brought into force by Employees&#8217; Provident Fund Organisation. Employers should review payroll systems, employment contracts, and statutory compliance procedures to ensure timely implementation.<\/li>\n<li>The enhancement of the wage ceiling is expected to have significant compliance and financial implications for employers under the EPF provisions of the Code on Social Security.
