Meaning of NUDGE: NUDGE stands for Non-Intrusive Use of Data to Guide and Enable. The Central Board of Direct Taxes is using data-driven insights to encourage voluntary tax compliance. Two significant campaigns have been carried out thus far:

  • NUDGE 1.0 (November 2024): it concentrated on taxpayers with undisclosed foreign assets For Assessment year 2024–25
  • NUDGE 2.0 (November 2025): Increased outreach for the Assessment year 2025–2026

Through its flagship NUDGE (Non-Intrusive Usage of Data to Guide and Enable) initiative, the Central Board of Direct Taxes has successfully combated tax evasion by utilizing artificial intelligence and data analytics. Over the past two years, this technology-driven program has greatly increased voluntary compliance, generating an additional INR 11,000 crore in tax income.

  1. Objective of NUDGE Campaign: By identifying high-risk cases where taxpayers may have failed to disclose foreign assets (Schedule FA), reported income that was inconsistent, and omitted high-value transactions, the main objective is to encourage voluntary compliance.
  2. AI-Powered Identification: The Central Board of Direct Taxes analyzes massive datasets, including data obtained through Automatic Exchange of Information (AEOI) systems, using cutting-edge AI methods. This makes it possible to identify inconsistencies in ITR files, undisclosed foreign interests, and income mismatches.
  3. Non-Intrusive Approach: In contrast to traditional enforcement, the department uses a soft-touch approach by encouraging taxpayers to self-correct problems, sending targeted SMS and email alerts, and encouraging the filing of updated or revised returns.
  4. The SAKSHAM Framework: The seven pillars of the Saksham framework serve as:
    • Sankalan – Collection of information
    • Anusandhan – Research and analysis
    • Kriyanvayan – Execution
    • Sampark – Communication with taxpayers
    • Hastak – Handholding and assistance
    • Adhikar – Enforcement of rights
    • Mulyankan – Evaluation and feedback

Transparency and confidence in the tax system are strengthened by this integrated approach.

How AI is Changing Tax Compliance:

The Income Tax Dept. uses AI and data analytics to flag problems with foreign assets and income, HRA claims, donations and deductions, and TDS mismatches, as well as to identify anomalies in returns and send targeted SMS and email alerts. With this strategy, proactive compliance replaces post-facto enforcement in the system.

Key Results: Success and Impact of NUDGE 1.0 and 2.0

  • An additional INR 8,800 crore was collected in taxes.
  • More than 1.1 crore corrected or revised ITRs were filed.
  • More than 25,000 taxpayers reported foreign income.
  • An additional INR 1,000+ crore was reported.
  • Foreign assets worth approximately INR 29,000 crore were revealed.
  • Incorrect refunds of INR 1,750 crore were reversed.
  • More than 8,500 deductors updated their TDS returns
  • Additional reporting of INR 4,825 crore
  • Targeted Campaigns:
    • 35,260 taxpayers amended their returns
    • High-value contribution instances alone brought in INR 404 crore

Future Prospects: Building on its achievements, the Central Board of Direct Taxes has extended the Non-Intrusive Usage of Data to Guide and Enable program for Assessment Year 2025–2026, with a more focused emphasis on reducing business turnover, improving data integration and analytics, and expanding taxpayer engagement. The program is a reflection of India’s changing “trust-first, tech-driven” tax system, which promotes compliance through knowledge rather than coercion.
