The Food Safety and Standards Authority of India (FSSAI) has significantly revised the turnover thresholds for categorization of Food Business Operators (FBOs) under the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations. The revised limits came into effect from 1 April 2026 and supersede the earlier turnover-based criteria.
| Category | Annual Turnover |
|---|---|
| FSSAI Registration | Up to ₹1.5 Crore |
| State Licence | More than ₹1.5 Crore and up to ₹50 Crore |
| Central Licence | More than ₹50 Crore |
These revised thresholds are applicable across India for determining whether a food business requires Registration, a State Licence, or a Central Licence
Prior to 1 April 2026, the turnover criteria were:
| Category | Earlier Turnover Limit |
|---|---|
| Registration | Up to ₹12 Lakh |
| State Licence | Above ₹12 Lakh and up to ₹20 Crore |
| Central Licence | Above ₹20 Crore |
The revised limits substantially increase the turnover thresholds, reducing compliance burden for many small and medium-sized food businesses.
Along with revised turnover thresholds, the FSSAI has also introduced reforms including
